Importing body parts into Saudi Arabia is a document exercise before it is a freight exercise. The parts can be ready, the container can be booked, and the shipment can still sit because a conformity file was opened too late or a certificate does not cover the SKU being imported.

This is an educational walkthrough of the process buyers commonly follow: the document set, the conformity steps, who files what, and the port and packing notes that prevent the most common delays. It is not legal or customs advice — requirements change, and the importer’s broker or conformity body is the authority for your specific shipment.

The document set

DocumentWho prepares itWhen
Commercial invoiceSupplierWith every shipment; SKUs, quantities, Incoterm, HS codes
Packing listSupplierWith every shipment; cartons, weights, marks, SKU per carton
Certificate of origin (CO)Supplier via chamber of commerce; legalisation where requiredOn request, when the destination or a letter of credit requires it
Product technical fileSupplier, with the conformity bodyTest reports, product data, photos, HS codes per SKU
Conformity certificatesImporter through an approved bodyBefore or at shipment, depending on the scheme
Inspection report and loading photosSupplier or third partyBefore the container seals

The pattern is consistent: the supplier prepares commercial and technical documents, while certificates that are issued in the importer’s name are arranged by the importer’s conformity body. No honest supplier should claim to “hold” the buyer’s shipment certificate.

The conformity process, step by step

  1. Confirm the scope before production. Give the conformity body or your broker the SKUs, HS codes and product data. Some product families need a registration or product certificate before the shipment certificate can be raised.
  2. Build the technical file early. Test reports, product photos, material and specification data, and the HS code list should be ready with the quotation — not after the container is loaded.
  3. Register or certificate the product. The product-level certificate is registered against the technical file in the importer’s account, through an approved body.
  4. Raise the shipment certificate per bill of lading. The shipment-level document references the invoice and the bill of lading, so the SKU list and quantities must match.
  5. Clear the file with your broker before booking the vessel. Confirm the certificate status and the documents the broker needs for release at the port.

Steps 1–3 are where most delays are created. If the technical file is incomplete, the certificate cannot be raised, and the shipment waits either at the factory or at the port.

Who files what

  • Supplier: invoice, packing list, certificate of origin support, test reports and product data, inspection report and loading photos, plus origin documents for the buyer’s file.
  • Importer: opens the conformity file in their own account, holds the registration, and coordinates the certificate with the approved body.
  • Broker / forwarder: files the customs declaration, confirms the documents needed for release, and handles the destination port formalities.
  • Agency / conformity body: reviews the technical file and issues the product and shipment documents.

A clear split of responsibilities prevents the classic failure where the factory and the importer each assume the other has filed something.

Port and packaging notes

  • Dammam / Riyadh: the eastern corridor is common for automotive parts; transit is typically planned around the published lane estimates and needs a buffer around peak periods.
  • Jeddah: Red Sea routing can be longer; plan the buffer into the certificate and production timeline.
  • Packing marks: Arabic and English carton marks, side LH/RH, SKU and quantity per carton help both the inspection and the customs review.
  • Labels: dual-language labels are commonly expected for retail-packed goods; agree the layout at order confirmation.
  • Mixed containers: the conformity scope normally covers the SKUs in the shipment. A new accessory added to a mixed load without being in the conformity file can stop the container on arrival.

Common delays and how to avoid them

  • Certificate question left to the broker after loading. Raise it with the quotation, not after the vessel sails.
  • SKU list that does not match the invoice. The shipment certificate references the invoice and bill of lading; a mismatch restarts the paperwork.
  • Missing test reports for a product family. Ask the supplier for the technical file early and check that it names the part numbers.
  • Certification treated as a substitute for inspection. A document scheme and a quality inspection are different checks; run both.
  • No buffer around holidays or peak season. Add working days before the promised loading date.

The pre-shipment inspection checklist covers the quality side that runs alongside the conformity file, and the import process guide shows where the documents sit on a first order. The export document checklist is a one-page version you can send to any supplier.

What to ask the supplier

Send the SKUs, HS codes and destination with the RFQ, and ask for the document list in writing. A useful supplier reply states which documents are prepared per shipment, which are on request, and which certificates are raised by the importer’s body — with no claim to hold documents it cannot issue. Our quality and documents page describes the document set we prepare for our own shipments, and the Middle East market page covers the regional lanes.

When the file is ready, send the part list with the destination and HS codes — a written document list comes back with the quotation, so the conformity file can start before production. For a mixed first order, the catalogue shows the families and packing data to build the list.

FAQ

Does Dongzhan hold Saudi conformity certificates? No. The conformity file is opened in the importer’s account and the certificates are raised by an approved body. We prepare the technical file — test reports, product data, photos and HS codes — that the body needs for the SKUs you buy.

Can the shipment certificate be issued without a product registration? That depends on the scheme and the product family. Some categories need a product-level registration first, and the shipment document references the invoice and bill of lading. Confirm the current sequence with your broker or conformity body before production.

Which documents should the factory provide? Commercial invoice, packing list, certificate of origin support, test reports and product data, inspection report and loading photos, plus origin documents where required. Ask for the list in writing with the quotation so nothing is missing at shipment.

What is the safest planning buffer? Work backwards from the loading date and add working days for the technical file review and certificate issue, plus a buffer around holidays and peak freight. The exact timing depends on the scheme and the body; your broker confirms it for the shipment.
